Search for the best HRMS software in India and you get twenty listicles that rank the same fifteen products in a different order, usually decided by who pays the most for placement. None of them can answer the question you actually have, which is whether a given system will run your payroll correctly across the states you operate in.
So this is not a ranking. It is what to decide before you look at anything, the India-specific requirements that eliminate most global tools, and a shortlist grouped by who each product suits.
HRMS vs HRIS vs HCM
The three terms are used interchangeably by vendors and it does not usually matter, but the distinction is occasionally useful.
- HRIS is the system of record: employee data, documents, org structure, leave balances
- HRMS is that plus the operational layer: payroll, attendance, claims, statutory filing
- HCM adds the talent layer on top: recruitment, performance, learning, succession
In the Indian market almost everything sold as an HRMS includes payroll, because payroll is the reason companies buy. Treat the labels as marketing and check the module list.
What to decide before you look at any vendor
Every demo is impressive. The way to avoid being sold something is to write down what you need before you watch one.
- Headcount now and in two years, because pricing and architecture both change at scale
- How many states you employ people in, which drives professional tax, labour welfare fund and Shops and Establishments variation
- Whether you have shift or hourly workers, which makes attendance and overtime the hard part rather than payroll
- Whether payroll runs in house or through a consultant, since that changes what you are actually buying
- The three processes costing you the most time today. If a system does not fix those, the rest is decoration
Buy for the payroll you run, not the org chart you plan to have. The company that outgrows its HRMS in three years has a much easier problem than the one whose PF filings are wrong this quarter.
The India-specific requirements global tools miss
This is where most international platforms fall over, and it is the fastest way to shorten a list. For each item below, ask one question: does this happen inside the product, or in a spreadsheet next to it?
- Provident fund: ECR file generation, UAN handling, Form 11 and nomination capture, and the wage ceiling applied the way your company applies it
- ESI: coverage by the applicable wage threshold, contribution calculation, and the return
- Professional tax: slabs differ by state and some states bill half yearly, so a single national rule is a red flag
- TDS: monthly deduction against declared investments, Form 12BB collection, Form 16 generation at year end
- Gratuity: accrual visible, and the eligibility clock running correctly
- Labour welfare fund, where your state levies it
- Full and final settlement, including leave encashment and notice recovery
- Multi-state and multi-entity payroll in one run, if that is your situation
A product that does eight of those natively is worth more than one with a better performance module and a payroll consultant attached.

Two products are missing on purpose. Global suites such as Workday and SuccessFactors are excellent systems that are usually paired with an Indian payroll engine rather than running Indian statutory payroll natively, so treat them as a different category. Ask for the total first-year cost in writing, then the year-two cost, then the renewal uplift cap. Vendors expect this and the ones who resist are telling you something.
How to choose HRMS software: running the evaluation
- Shortlist three. Comparing eight produces a spreadsheet nobody reads and a decision made on price
- Send real anonymised payroll data and ask each vendor to process one month, including your messiest cases: mid-month joiners, a resignation with notice recovery, an employee who changed state, an arrears month
- Put the person who will actually run payroll in every demo. The HR lead is buying it; someone else has to live in it
- Ask to speak to two customers of similar size in your industry, and ask them about implementation rather than features
- Test the employee-facing app on a mid-range Android phone, because that is what most of your workforce uses
- Check what happens at year end, when Form 16 generation and investment proof collection arrive together

The tool is almost never the problem. Rollouts stall because nobody migrated the historical data, the old spreadsheet still works, and the person who understood the leave rules left in month two.
- Name an internal owner with time allocated, not an HR generalist doing it alongside a full role
